The Account Setup Wizard controls access to core platform functionality.

Required setup steps must be completed before:

* Account imports are enabled
* Account processing can begin
* Offers can be delivered
* Consumer negotiations can occur
* Standard portal workflows become available

Optional setup steps may be completed at any time and do not prevent platform access.
