Developer Rule
Payment Pages allow consumers to activate payment plans, complete settlement payments, and manage payment activity associated with individual accounts.
Payment Pages are account-specific.
Available payment methods are determined by the participating organization’s payment configuration.
Supported payment options may include:
- ACH
- Credit Card
- ACH and Credit Card
Payment Pages must display only the payment methods authorized for the associated account.

Settlement Payment Pages
Settlement Payment Pages are displayed when a settlement agreement has been accepted.
Consumers may:
- Select a BillPay Wallet Payment Method
- Add a New Payment Method
- Complete the Settlement Payment
Settlement Payment Pages may also display:
- BillPay Gift Link
- BillPay Gift QR Code
Business Rule:
Settlement payments are one-time payments.
Gift contributors must satisfy the full settlement payment amount.
Purpose:
Allow consumers or contributors to complete accepted settlement agreements.
Payment Plan Activation Pages
Payment Plan Activation Pages are displayed when a payment plan offer has been accepted and requires activation.
Consumers must:
- Select a BillPay Wallet Payment Method
or
- Add a New Payment Method
Purpose:
Activate the approved payment plan.
Business Rule:
BillPay Gift Links and BillPay Gift QR Codes are not displayed during payment plan activation.
A payment method must be established before the payment plan becomes active.
Active Payment Plan Pages
Active Payment Plan Pages are displayed after a payment plan has been activated.
Consumers may:
- View Payment Schedule
- Change Payment Methods
- Manage Active Payments
Active Payment Plan Pages may display:
- BillPay Gift Link
- BillPay Gift QR Code
Purpose:
Allow consumers and contributors to support active payment plan obligations.
Offer Payment Profile
Consumers may optionally include a payment method when submitting:
- Settlement Offers
- Payment Plan Offers
Purpose:
Demonstrate payment readiness when negotiating an offer.
Business Rule:
Payment methods submitted with an offer are not immediately processed and allow only method accepted by the individual creditor. No bill pay gift links of any kind are on this payment page.
Accepted Offer Rule
If a Settlement Offer containing a payment method is accepted:
- Settlement Payment may be automatically scheduled using the submitted payment method
or
- The consumer may update the payment method before payment processing.
If a Payment Plan Offer containing a payment method is accepted:
- The payment plan is automatically activated using the submitted payment method.
Purpose:
Reduce activation friction and improve successful account resolution.
Key Rule
Payment Pages are account-specific.
Available payment methods, payment options, and gifting options must be displayed according to the account’s current status and the participating organization’s payment configuration.
Final Developer Rule
Settlement Payment Pages, Payment Plan Activation Pages, and Active Payment Plan Pages must follow separate business rules.
BillPay Gift Links and BillPay Gift QR Codes are only available for accepted settlements and active payment plans.
